Support setting a hard maximum spend limit per month
One of the big pain points and fears for startups is that we cannot set a hard spend limit that allows to mitigate the risk of receiving a huge bill at the end of the month if something goes wrong (e.g. service makes unexpected requests, requests from the internet create a lot of load/traffic etc.). Even with the budget alerts we do not feel comfortable that we won't get a large bill because we cannot react fast enough to shut everything down manually.
Therefore, we want to be able to set the maximum amount we are willing to spend per month and if this amount is reached, every service that creates costs in the Google Cloud Platform for the project should be shut down automatically so that no new costs are created ad we at max receive a bill for the maximum configured spend.
Of course our service will then be impacted but we need to have this to mitigate the risk.
