Ability to select a single region for Google Container Registry
Currently only multi-region buckets are supported. This results in extra egress costs, especially from Australia. Other major cloud providers (Azure, AWS) offer single-region container registries. This is especially bad in Australia where egress to other regions is $0.15US per GB.

Hello, Beta support of Docker regional repositories is available in Artifact Registry. Artifact Registry is the evolution of Container Registry and will eventually replace it. Artifact Registry will include backwards compatibility support. You can learn more about it in these pages:

Agreed, I had no idea that it would start using multi-region storage (not free) for something that was deployed to a free App Engine instance specifically in us-east1. Moreover it seems to have kept containers for the old versions around even after I deleted them. There's binary files in us.artifacts.PROJECT_NAME.appspot.com - I can't tell if they can be safely deleted or not - maybe they're for auto-redeploy? Or does it use the container?
