We are also continuing to make improvements to our system to allow for some customers that have an established relationship with us to apply for an exception to be able to send directly on port 25. There are a number of IP reputation issues that have to be worked through for such a use case, so it should not be considered a common solution that will meet everyone’s needs.

Dear Google! this is how i feel about port block and restrictions. "I bought a brand new BMW car from their showroom but they delivered me a car without a engine. Now to use it i have to buy a engine separately" What is the point of $300 if We can't use their service completely without any restrictions and port block. By blocking ports we have to use other smtp relay service. That means unwanted expense. Please fix it.
